It's been about 2 years since I devoted a list of cities and the best times to be psychic in your own city. I had noted the book about a Fort Meade army project in psychic spying years ago. Charts in McMoneagle's book showed a graph which the U.S. government was trying to figure out. I'm working on a report to discuss what that graph means and theories of what it implies.
I use Stellarium software running on an old laptop running a Linux operating system. I'm still checking to see if this chart is reflecting daylight savings time which affects out real time. We may off one hour due to the time change. The southern hemisphere is still a little confusing to check on. I'm listing times with a 24 hour clock time. So, no 'AM' nor 'PM' will be shown.
If you are trying to figure out your particular city, which may not be listed below, each degree west is about 3 minutes and 58 seconds later. Each degree east of a location will be sooner. For many of you that don't have computer software to check on this the alignment of the heavens can be checked visually. In a clear sky, look up in the South direction, the double star Spica of the constellation Virgo will have just passed the South line when it is good in your area.
The times below are the end times for your best time to be psychic. For example using the data below, if you are in New York City, U.S., you would start at about 20 minutes after midnight on 4/24/18. The time to stop is 50 minutes past midnight. You have about 30 minutes for this effect to last. The times listed should be without the effect of daylight savings time. If your clock is adjusted to an hour before the true time, you should be able to start an hour later; so (using the New York City example) you would start at 1:20 and stop at 1:50.

If you've read Joseph McMoneagle's book, Remote Viewing Secrets, you may have some idea about what I'm talking about. Type into Google's search engine "local sidereal time psychic", click on the Images tab and you will find several graphs that show data from the experiments in the book. Several websites have discussed this. This graph shows the peak times to be psychic. Remote viewers for the U.S. army had tested psychic spying back in 1997. This is now declassified as this book has gone public. Psychic spying is equivalent to mental projection. It is an attempt to believe you can see a far away location in your mind. Some individuals have a significant ability above others to do this. They can describe somewhat the details from a distant location. I am of the conviction that anyone can get better with practice. This data is the result of many experiments. McMoneagle tries to explain it away in his book. Scientists had felt it something to do with the location of the Milky Way in respect to the observer's location. The Milky Way is located approximately between the Sagittarius and Scorpio constellations. You can check Google to see its location next to those constellations in an image search. So, the psychic time was better when the Milky Way wasn't visible from the observer's location. When the Milky Way was visible from the horizon the ability dropped significantly for the observer. From the book, I concluded that we have psychic levels that change throughout the day.
